Actually, there are some organizations that bring animals to nursing homes for this exact reason. I'm sure they're non-profit but snuggling with an animal has been shown to be therapeutic.

It never was tax free. If the retailer failed to collect the appropriate sales tax, the purchaser was required to calculate it and remit it to their state and local governments. Since no one actually did that, they are starting to force online companies to collect the tax.
